Text Retrieval Systems (TRS) are a well-known type of program in the sphere of information and documentation, especially as they are designed for the retrieval of text and cognitive documents. The main characterisitcs can be summarized as follows: they have a flexible record model (variable length fields, multiple value fields, etc.), they facilitate access to logs through reverse indexing, contain a varied set of data-recovery features, and are provided with diverse instruments for terminology control. Some of the best known and prevalent systems are CDS/ISIS, FileMaker, Knosys, and Inmagic DB/Text. Global theories of approach have been developed about them, among which we can highlight that of Sieverts and other Belgian researchers (1991-93), authors of a series of very complete and exhaustive articles that describe the characterisitics of these types of programs, elaborating a typology and presenting a very detailed evaluation of some thirty products. A description of the current situation of scholarly journals from Spanish universities with the aim of highlighting certain actions to improve their dissemination. First, quantitative data is offered regarding the university scientific journals that originate from journal directories (essentially, Cindoc, Ulrich’s and Latindex). It then sets out a set of seven basic lines of action to improve their dissemination and impact: content digitalisation, inclusion on portals, free access dissemination, creation of multilingual versions, communication of new features, audience measuring and inclusion in databases. En este artículo se presentan los antecedentes y las características principales de las revistas científicas digitales. A continuación se repasan los principales indicadores que se tienen en cuenta para evaluar revistas digitales, agrupados en tres grandes apartados: aspectos formales, adecuación al medio digital y difusión e impacto. The movement for open access to science seeks to achieve unrestricted and free access to academic publications on the Internet. To this end, two mechanisms have been established: the gold road, in which scientific journals are openly accessible, and the green road, in which publications are self-archived in repositories. The publication of the Finch Report in 2012, advocating exclusively the adoption of the gold road, generated a debate as to whether either of the two options should be prioritized. The recommendations of the Finch Report stirred controversy among academicians specialized in open access issues, who felt that the role played by repositories was not adequately considered and because the green road places the burden of publishing costs basically on authors. Open-access literature is digital, online, free of charge, and free of most copyright and licensing restrictions. Self-archiving or deposit of scholarly outputs in institutional repositories (open-access green route) is increasingly present in the activities of the scientific community. Besides the benefits of open access for visibility and dissemination of science, it is increasingly more often required by funding agencies to deposit papers and any other type of documents in repositories. In the biomedical environment this is even more relevant by the impact scientific literature can have on public health. However, to make self-archiving feasible, authors should be aware of its meaning and the terms in which they are allowed to archive their works. ABSTRACT This paper describes high-quality journals in Brazil and Spain, with an emphasis on the distribution models used. It presents the general characteristics (age, type of publisher, and theme) and analyzes the distribution model by studying the type of format (print or digital), the type of access (open access or subscription), and the technology platform used. The 549 journals analyzed (249 in Brazil and 300 in Spain) are included in the 2011 Web of Science (WoS) and Scopus databases. Data on each journal were collected directly from their websites between March and October 2012. Brazil has a fully open access distribution model (97%) in which few journals require payment by authors thanks to cultural, financial, operational, and technological support provided by public agencies. In Spain, open access journals account for 55% of the total and have also received support from public agencies, although to a lesser extent. These results show that there are systems support of open access in scientific journals other than the “author pays” model advocated by the Finch report for the United Kingdom.
